Nevada Hospital Association 2/8 report states: Hospitalizations improved over the weekend. Case counts are below last week's peak. All trajectories are in decline. Hospital capacity are within capable occupancy rates. PPE, supplies, and equipment are in good conditions. Majority of hospitalized CV19+ are in the 50+ age groups. Protect our vulnerable and continue to practice good hygiene habits, including wearing a mask to prevent asymptomatic spread as mandated by Governor Sisolak (onus is on businesses, which we want to keep open, but Metro will not enforce it; OSHA is responsible for mask enforcement by fining the business). To report a non-compliant business through the state, call (702) 486-9020. Doctors are doing convalescent plasma therapy treatments and are seeking plasma donors to help those in need. One plasma donation can help five patients. Blood donors can get the antibodies testing done for free through Vitalant. 54 therapeutics are still underway to treat COVID-19 worldwide. US FDA emergency use authorized treatments are: Remdesivir, Dexamethaaone, Regeneron's antibody cocktail (REGEN-COV2), and Eli Lilly's antibody treatment: baricitinib - a combination of Veklury and the JAK inhibitor Olumiant. Nevada is approved for the 24-hour test procedure. FDA approved a 30-minute and a 5-minute testing procedures. UNLV provides the main walk-in COVID-19 testing services. The first at-home testing kit was FDA approved on 5/15/2020. If you live within a 1-mile range of the Wal-Mart on Craig Rd, you qualify for a drone-delivered test kit to your front or back door. This is while supplies last, if anyone has info that they stopped providing this, let me know. Some testing sites require an appointment; some may need to be scheduled by your primary care physician or another authorized provider. City Serve coordinates testing sites throughout the valley. Testing is only on Saturdays. Schedule a no-cost test here: https://cityservelv.org/ UMC, E7 Health and local laboratories are able to conduct FDA approved antibodies testing. Cost is normally $149+, but your insurance may reimburse you for the test. Check your coverage first. Vitalant/Universal Blood Services will do a free antibody test for any eligible donors. UMC is able to process 4,000 tests per day. It is encouraged for anyone to be tested. Symptoms are no longer required. Appointment is preferred, walk-up testing is available. UMC's testing sites are inside Stan Fulton Building and Cashman Field Center. They can do 1,200 tests per day, Tues-Sat 8am to 4pm. Introduction We're all familiar with the Hotline Miami's, Hollow Knight's, and Celeste's of the world. These are some of the indie games that hit the big time. Of course, for every one of these games, there's 100 other indie games that have been glossed over, relegated to a spot in a digital store few people will ever find themselves in. I wanted to bring attention to some of these lesser known indie games once again. Details About the List I'm going to order them according to Metacritic Critic Ratings. Two of the games towards the bottom have a pretty low rating that I personally disagree with, but it's only fair that you hear from more than just me. I’ve also selected a music track I enjoyed for each game for all you audiophiles out there. Price will include a link to the U.S. store page of the game. Price is in U.S. dollars. 1. Ultra Hat Dimension
Description: Ultra Hat Dimension follows Bea through a series of rooms in a palace on a quest to undo the magical spell that has made the mythical Spluff creatures want to attack one another. There is a little bit of backstory via one sentence thoughts from Bea in between levels, but nothing major here. The gameplay revolves equipping four different types of hats and using them to evade or push Spluffs around to retrieve the key and reach the door. Each Spluff dons one of four different hats which effects their behavior towards other Spluffs and you. You will be punched one tile back by every Spluff unless you’re wearing the same hat as the Spluff. Spluffs interact with one another differently depending on what hat they’re wearing in a rock, paper, scissors kind of way – they may punch a Spluff back one space, get into a scuffle that allows you to get close to them without wearing a hat, or they may temporarily disable them in a way that allows you to access the space the Spluff consumes within eight moves. There are undo and reset buttons included that allow you to quickly rewind mistakes. There are some clever puzzles accompanied by catchy tunes and a charming pixel art aesthetic. The difficulty is about average.

Extra Content: There is no additional content, but you can go back and replay any stage you wish.
Description: Bot Vice follows Erin Saver through a dystopian world with anthropomorphic animals and a 1990s arcade aesthetic, complete with cheesy dialogue and an announcer that shouts your item pickups with enthusiasm. Each level takes place on one screen and tasks you with defeating waves of enemies while minimizing damage to yourself. You are always locked behind a barrier at the bottom of the screen and are only able to move left and right. In terms of move set, you have a number of different guns and projectiles, your saber, your roll, and you can duck behind cover to make it through each level. Parts of the barrier can be destroyed, leading to gaps where normal enemy fire can reach you. Weapons and powerups will spawn from hitting a certain type of enemy that you’ll then have to pick up from where they land. The gameplay is fast paced and allows you to unleash a heavy amount of firepower on some very big foes. The levels are all short but will likely take a number of attempts to complete, as there is a lot to take account of on screen. Nearly every level has a mini boss appear at the end, with a main boss featured after every five levels. At the end of every level, you’ll be rated based on your completion time and health points remaining. I only got a few high ratings on my first time through, so there’s an additional challenge there if you want an A rank on every level.

Description: Golf Peaks is a card-base puzzle game that plays nothing like the actual sport of golf outside of getting a tiny ball in a hole. Instead you’ll choose your moves by using the cards at the bottom of the screen. They have different numbers and trajectory that result in hitting the bar different distances and different heights. You aim the ball up, down, left, or right, and then select the card you want to use. There are a number of different tiles that have their own effects that you have to account for. Ramps, for example, will force your ball down unless you’re able to have your ball travel to the top in one move. There were a number of times when I thought I had tried every solution just to finally find the right solution. The minimalist visual style and relaxing music service the game’s simple but engaging premise. The difficulty is about average.

Extra Content: There are three extra levels in each world which will add about another two hours of game time, as they are typically harder than the nine levels found in their respective world.
Description: This is actually a sequel to the Steam exclusive Horizon Shift, which sports a different aesthetic and isn’t quite as good from what I’ve read. Horizon Shift ’81 mimics the look of a fixed screen shoot ‘em up from the early 1980s but comes with a few twists of its own. Your ship is positioned in the middle of the screen on a horizontal line rather than the bottom, and you have to flip between sides to deal with enemies coming from both the top and the bottom. The line can be broken in different places – leaving a gap where you can fall to your death – by asteroids and certain projectiles. This is where the expanded moveset comes into play: you can jump between gaps and also over enemies who attach themselves to the line. Enemies on the line can also be taken out with a horizontal shield bash that regenerates after a few seconds. There is a boss after every five stages, some of which will actually bring the line down to the bottom of the screen, while others retain it in the middle. Horizon Shift ’81 has a number of customizable settings that change everything from the aesthetics, to the difficulty, to the checkpoint/lives system, to the speed of the game, and more. The two main modes are a choice between three lives with a checkpoint before and after every boss, or a checkpoint at the beginning of every level but only one life.

Extra Content: There are a number of ways to customize your future playthroughs, and there’s an unlockable boss rush mode after finishing the game.
Description: This comes from the creator of Cave Story and is even considered a spiritual successor by some, though it drops the Metroidvania qualities in favor of purely linear progression. While a lot of indie games opt for the NES aesthetic, Kero Blaster feels really authentic in this regard, in both its presentation and its soundtrack. While Kero Blaster plays like most run & guns, there’s a little more platforming in the second half of the game. The weapon selection is particularly noteworthy, with each gun certain strengths and weaknesses in different scenarios. The bubble has a downward arc and works on water surfaces, while the base weapon is a straight line of projectiles. Coins are the main collectible and allow you to purchase weapon and health upgrades in the shop. So even if you lose all your lives, you’ve still made some progress towards your next upgrade. That said, I only got a game over once per stage with the exception of one stage where I got two game overs.

Extra Content: The extra difficulty options mixes things up with enemy placement and even new stage layouts for a fresher second run.
Description: Pato Box follows an anthropomorphic duck boxer on an adventure through a stylistic noir comic book world. “Pato” is a Spanish word that translates to “Duck” in English (the game was developed by a Mexican studio). The boss fights are heavily inspired by Punch-Out’s gameplay, but there are levels outside of these fights to help differentiate it. Most of the levels can be selected in any order you choose and typically serve as a leadup to the boss fight. Bosses are usually introduced by a cutscene followed by some dialogue taunting Pato Box. The levels play entirely differently from the fights, but the themes of the level match those of the bosses. The levels will employ various elements of evasion, stealth, exploration, and a few time-based mini-games. The casino level, for example, will have you walk around the casino looking for chips and punching the slot machines to earn enough to pay entrance to the fight, while the food factory has you evading stompers, sawblades, and butcher knives as you work your way through the level. There are variety of things to find throughout the levels: tokens for decorations in Pato Box’s room, backstory on the boss of the level and the world, and tips on how to win the upcoming fight. The fights themselves lock Pato Box in the middle of the screen, allowing you to block, juke left or right, and perform a low or high jab to the left or right. The game foregoes a HUD in favor of a visual representation of your health via scars on your body, which I thought was a nice touch. While the levels and bosses play pretty differently from each other, they’re weaved together by a dark and intriguing story that follows Pato Box’s quest for retribution against an evil corporation.

Extra Content: There are motion controls for the boss fights exclusive to the Switch version of the game. There’s also an Arcade Mode that lets you replay boss fights and some collectibles to find.
Description: This is a 3D platformer that reportedly takes inspiration from both MediEvil and Jak & Daxter: The Precursor Legacy. There’s about equal amounts of platforming and combat in this game. While the combat is relatively simple, you’re given a variety of weapons that all feel unique. The levels have a good amount of variety within them – you’ll jump between ships on a ferry ride, ride an undead horse through the sky, play a few mini games as a headless Jack, and fight a boss at the end of each of the six levels. Both the combat and platforming are relatively easy – platforms are typically large and Jack has an edge grab that helps tremendously, and smashing the many destructible objects around the levels increases your health. This game takes the linear adventure approach, with a number of collectibles sprinkled throughout the levels: crow skulls, presents, and gramophones. Some areas are more open and allow you to choose the order in which you do certain tasks. The game has a decent amount of dialogue in it, which does an effective job of giving some character to Jack, his two animal companions, and the rest of the cast. The visuals and soundtrack are particularly great, especially if you’re into Halloween themed media.

Extra Content: There’s collectibles to back for – I got about 2/3 of the collectibles on my first playthrough – skins to unlock – which are purchased with the collectibles you find in the levels – and you get to start a second playthrough with all the weapons already unlocked at the beginning. You’ll also be able to return to any level you want via the level select menu.
Description: SINNER: Sacrifice for Redemption is a Soulslike boss rush - there are no levels and only small area before each boss to practice your moves. There are eight bosses, the first seven allowing you to fight in any order, each representing the seven deadly sins. You are equipped with everything the game has to offer from the beginning (except for the New Game+ weapon they give you), and instead of becoming more powerful, you gradually lose things with each boss you defeat, hence the “sacrifice” in the title. It’s like a reverse RPG. Each boss has a different sacrifice associated to it – one may deplete your throwing items’ usage, while another will deplete your health and stamina. Picking the best order to fight them in adds a little strategic thinking to the game, as you may be more dependent on your large health and stamina bar more than your throwing items’ usage, for example. The game is fairly difficult, so your victories over each boss feel very gratifying when they do come.

Extra Content: There is New Game+ that offers you an additional weapon.
Description: Reportedly inspired by obscure Japanese games from the late 1980s and 1990s, Tamashii blends puzzle platforming together with an oppressive atmosphere. The introduction starts with the character being willed into existence by a godlike character that tasks him with destroying the macabre forces that have taken control of and corrupted his chambers. Your character is able to spawn three inanimate clones of himself which is the primary source for most of the platforming and some of the boss fights – you’ll use them to trigger switches and open up new paths. There’s about an even mix of puzzle solving and platforming, and there’s a whole eight bosses in this short adventure (though one is a secret) that are probably the most visually interesting moments in the game. The creatures and backgrounds are effective in selling the dark presentation of the game. The difficulty is about average – maybe slightly easier than most indie puzzle platformers. There is a sequel currently in the works.

Extra Content: There are a few obscure secrets to discover. You can also play through the chambers again with a score meter.
Description: The Long Return follows an orphaned cub who retraces his steps from the last journey he took with his mother, with backstory told via memories from the past shown in the world. It’s light on story but has a satisfying conclusion. The gameplay involves some light platforming, light exploration, and a lot of puzzle solving. There are environmental puzzles, as well as puzzles that take place on a grid disconnected from the world of the cub – think The Witness or BioShock’s hacking puzzles. The game is mostly linear, with one open level in the middle that takes up about half the game’s length. There are collectibles in the form of gems that allow you to buy hints to puzzles. At the end of each level, the game will tally your deaths and gems collected over total number of gems in the level. The game’s platforming is fairly basic, and most of the puzzles are relatively easy. The game has a polygonal look that gives it a unique flavor, and the soundtrack evokes a sense of adventure.
Extra Content: You can replay the game to collect all the gems, but there is no level select menu.
As I promised, here is a list that ranks characters if you take your time to train them and use every tool the game gives to you. Check my previous one if you wanna see my thoughts about a grind-less run Just like in my previous list, avaiability still takes a huge role here. Being there is better than not being there. Recruitment rate is also considered because while I am counting hunting, I am also counting how much experience you'll get while hunting. This list will also go more in depth cause when you train your characters instead of just going from A point to B point, you get to fully experience what they can do and many options open up to you. S tier. Amazing members who blow everything else out of the water. Hero: shouldn't be a surprise, if he was the most dominant force without grinding, now his traits are even more pronunced. He can buy a boomerang before Uptaten Tower and destroy the whole act 1 with it. In act 2 you should be able to get an edged boomeang and demolish even more, and if you grind tokens he gets Metal King Sword. In act 3 you can also get a fire boomerang from the TnT board in the fairy world, making him ultra dominant. Again, his wind magic is shacky but it doesn't really matter as you will spam boomerang and MKS/Dragon Staff Slime Knight: he makes a return here and for good reasons. He can be recruited before you meet the first metal slimes so it's guaranteed that he gets the first chunk of grinding. And just like the hero, he can equip a MKS for nuking. I'd wager that you're better giving him the sword and keep the edged/fire boomerang for hero. Boom is a good AOE spell. Yes he will fall off to Chimera, Golem, the children and Great Dragon but being unmatched for the whole act 2, a super solid pick for early act 3 and a world map healer for endgame makes him the best monster in the whole game bar none. Golem: this is starting to look silly isn't it? Yes, grinding doesn't change the big three positions. Golem's tanking prowess and enormous power still makes it one of your best choices. He can buff and cure himself. Hell, two Golems can ve used to deal with Estark in less than 15 turns. Nera: now we start to see changes. In my previous list, Nera was the worst character that I would not laugh at, she has no place in a run where you would just breeze through the game. However a trained Nera is by far the best mage in the game. In act 2 she will be Bianca but with different sprites, in act 3 however things gets juicy! Once she reaches level 37, Nera will have both Kafrizzle and Kaboom. Kafrizzle is the best single target spell, doing around 200 damage and Kaboom does around 110 damage to all the enemeis not resistant to it. She can also support the team by using Oomph and Sap, and her high agility will make her act before the physical power houses, making sure (most of the time) that the spells are not wasted. High agility also means that she has a chance to outspeed and kill metals with poison needle. Yes every wife can do that but she is the only one who gets Kaboom. Debora: players who pick Debora will most likely be dissapointed. Her strength isn't as high as expected, with Hero, Son and Golem outshining her. So what does Debora have to offer in a grinding based run? Well, the grinding. What the other wives lack is the Hela Hammer and Akillics access. At the beginning she can two hit the liquids found before Gotha, and trained Debora will outspeed even king metals and has a 50% chance of killing them with the Hela. Or, you could just rig with sands of time and get a guaranteed kill! And what's this? Kasizzle? That spell that does 110 damage against groups? Yes, for some reason Debora still gets the strongest sizz spell, making her good at dealing with same enemeis since spells in DQ have fixed damage, therefore Debora doesn't have ""bad magic damage"", she just lacks the top spells. She also gets a personal weapon, the diamond akillics, which gives her decent damage against sapped bosses. If you feel like grinding mini medals you can get a second Falcon Blade for her. Daughter: yes, with grinding the daughter is better than son. Why? Well, bang and kaboom are the winners here. Oomph and sapping + great agility are also good and grinding makes sure that she doesn't die to a funny look. She's basically Nera but without Kafrizzle, which kinda sucks. Crack line is kinda useless compared to all her other tools. And no, not even grinding can make her a good whip user, we don't have Twin Dragon Lash in dq5 Son: amazing equipment and stats, multiheal and zap line. Why is he so ""low""? Well, as damage healer he is outclassed by the faster and stronger hero, by the Golem and Nera. However he isn't in S tier for nothing, as I said he is a great fighter on his own and can use Multiheal, insulade (forgot about that in my previous list) and Kazing. Worse healing than some monsters but has better attack, making the son the Red Mage/Jack of all stats of the game and in a good way. Cureslime: yes, cureslime and not King Cureslime. Why? Because not only you can get the Cureslime first, but he gets more than Omniheal. He can use Kabuff for bosses and Fullheal and Multiheal for world map healing. For some reasons Omniheal cannot be used in world map. His combat however is kinda trash, though it can be fixed if you grab a second MKS. A tier. Really amazing option that can replace the S tiers if you feel like doing something different but still super strong or don't want to put up with recruitment rates/have other characters tastes Orc King: king of orcs and king of A tier. If you didn't marry Debora, he is the guy for grinding! Has Hela Hammer access and his low speed can be patched up with the Meteorite Bracelet. Grinding also gives the Orc King access to Multiheal and Kazing, making him a desirable choices for the dungeons of act 3. His combat before Hela Hammer is also quite decent, however it will never reach the levels of Dragon Staff Hero, Zenithian equipment Son, Falcon Blade Golem etc etc Bianca: she might be the worst wife but she gets a tier up and a very solid placement on it. Consistent latter half of act 2 and access to Kafrizzle to mess Rebjorn, Ladja and Nimzo and Estark up. Being the balanced option sucks as she doesn't get Hela Hammer nor Kaboom, which makes her stand out less if you invest on the other wives. Still a really solid candidate for your final team. Gigantes: bad avaiability and annoying recruitment rate prevent this guy from being S tier but his other qualities make him an extremely solid A tier. He can use Hela Hammer for metal killing and his stats, oh boy his stats! He gets only 6 level ups but they are nothing short of busted! Metal Slime: do I have to say anything? Outstanding resistances and defence, if you get one at Whealbrook cave you'll have no issue training it and boosting with seeds of life. If you don't get one there however, you might want to skip to the liquids King Slime: hard to get but he can definitely be worth the hassle. Gets Kabuff, Kazing and Kafrizzle alongside boomerang and MKS access. King Cureslime: inferior to Cureslime cause avaiability and other spells but Omniheal right of the bat is amazing and if you farmed elixirs from casino you're good to go. And nothing else to say, Omniheal is that good. Great Dragon: amazing physical powerhouse with breaths to do decent AOE damage. Hard to get though and has bad avaiability. Very straightfoward as you can see. Chimera: inferior monster healer to Orc King cause lacks Kazing, which can make the difference against strong bosses like Ladja or Slon. However its breath attacks are quite solid, boomerang access is always amazing and its act 2 contribution is almost unmatched, hence the high ranking. Liquid Metal Slime/Killing Machine: they both have amazing resistance. They both have abyssal recruitment rate. They are on the same position cause Liquid gets Kaboom, better avaiability and defence, but Killing Machine does not run away and doesn't need crits to be defeated B tier. They are decent. You can constantly use and even bring them even to endgame if you want, but you'll definitely notice the difference. Dracky: he is both better and worse here. Better because grinding equals better armor and resilience, which helps surviving against the magma blobs. Worse because when you get to the marriage arc you can replace it with a Chimera. Archdemon: if you kill Bjorn ASAP its avaiability is pretty decent and can learn Kaboom, h alowever it has annoying recruitment rate and low mp. If you farmed elixirs and magic seeds though he can be pretty darn decent. Samigina: overlooked monster, this guy can use Frizzle and Kafrizzle, making it pretty decent against Kon and act 3 bosses and freezing blizzard for 50-70 to put a dent on trash mobs. It has good resistances and Kasnooze can be useful I guess Slime: a worse Dracky, grinding equals better defense, making it easier to use the boomerangs without dying. Restless Armor: just like I said in the other list, this guy is Slime Knight with better strength but no magic at all. It can be really helpful for most of act 2 and will fall off badly in act 3 Saber: act 1 doesn't really change, trash base wisdom that won't reach 20 unless you grind like crazy. In act 2 he was the efficient monster thanks to auto level, but in a run with powerlevelling he gets outclassed so hard by every boomerang users, multihealers and wives. It doesn't stand out in any possible way, making it the very first "Just okay, mediocre" monster here. Bad Apple: same as Saber but even worse. Saber can find some single target use in act 3, this one just can't Prestidigitator: it has decent spells in Frizzle at level 19, Kasizzle at level 29 and a very good recruitment rate and avaiability. However its growth is super slow and you will have much better AOE option by the time he gets at that level, use him only for the sake of novelty/meme C Tier. Use these guys only if you like them and be ready to feel the power creep on your skin. Funghoul: Bad Apple tier stats and edged boomerang access might look good but with 1/16 recruitment you can just wait until you get marriage arc and recruit a chimera. It also caps at level 15. Sancho: can be used to speed up the metal ecounters but he is really bad. Super slow and considering how easy it is to get an Orc King, the Hela Hammer niche is not even something he has going for him. Play despacito, mi corazon es ferido Small Fry: terrible equipment and terrible breath skills compared to the level where he learns them. Use him as an item bot and drop once you get the A Tier Beast tamer: Gringham whip meme shenanigans? Tuppence: decent offense but you have Golem, Son, Orc King, Debora, Great Dragon, Gigantes, why does Tuppence even exist? Dwight: fast but weak, little cute easter egg, nothing more. D tier. Same as C tier but worse Every other monsters: they suck and are not worth the hassle Lol tier Starkers and Rebjorn: yes they get great stats at level 99. But even with grinding, who cares? By the time you get them you have so many options to beast Estark in less than 15 turns. These two guys have nothing going for them except maybe for 2 turns shenanigans? It's not even relevant at this point.
Hi all! No idea if anyone can help here, but I thought I'd try. Stars just opened in Michigan, and several other casinos have as well, and I cannot get any of their geolocation software to work on my main laptop. All of them just error with "technical difficulties". They work fine on other computers of mine that have WiFi, but not my primary use laptop. I would really prefer to have this working, as my other computers are either full desktops or laptops that are waaaaaaaaaay too out of date to really be comfortable to use (dead batteries, small screen resolutions, etc) Anyone have any tips for things that might cause this? It does NOT complain about software installed (as it does if I try to use a live RDP connection to use one of the working PCs from my laptop instead), just "technical difficulties". I suspect this means it's still likely some sort of software issue, but I haven't the slightest idea what. I am a developer that has gone through a whole lot of different technologies and constantly is installing stuff and uninstalling stuff, etc. Asking here, because Stars MI support is apparently taking longer than 24 hours to respond to email.. they responded quickly to the first one, saying "it looks like you've logged in, please let us know if you're still having issues" .. and then crickets so far back when I explain to them that I need help sorting out this specific PC. Thoughts? Ideas? Thanks!

Dr Stack: And then if you look at Kentucky, we had a nice long plateau, almost three months, at about 50 new cases per million per day. Then we surged up, and we have now reached a plateau of 150 to 160 new cases per million per day. But here's the challenge: the good news is we're not exponentially growing, the bad news is, if you were to draw a line against this, we have a general upward slope which means that actually over the last four to six weeks we're losing ground, it's getting worse as we go on.
Dr Stack: The next thing is you have to get your flu shot. Flu spreads the same way can mask, you get your flu shot, there's a good chance we could shut down influenza this year. Again, if you're sloppy and careless it’s going to be impossible to know who has the flu and who has COVID, and people who are uncertain about their status are going to be subjected to a lot more needless worry, angst, and probably inconvenience, while they go through additional testing.
Dr. Stack: if you have a cough, a cold, runny nose, a fever, chills: do not leave your house, do not go to work, do not go to school. This, of all years, is not the year to be casual and spread any kind of infection, because you know what? If you’ve got a cough and a fever people aren't going to assume you’ve got the common cold, they're going to be worried you have COVID-19. Don't do it, if you're sick, stay home. If you're sick enough to need medical care, contact your primary care provider and seek advice.
Is the 15-minute test going to become available in KY? -- So the White House announced, I think it was yesterday, that it's going to be shipping a very large number of Abbott rapid tests, and there's another word that's in there, because there's been two types of rapid tests, to the country. It will be about 100 million more to the entire country. Kentucky will receive its portion based on our population. We are going to receive them all between now and December 31st.
Will the state offer any further extension on renewals of driver's license similar to what was announced in July? That order expires September 30th. -- Yes. Tomorrow, I'll be signing an executive order that allows for people to renew their driver's license by a dropbox or by mail. You still have to renew it in one of those two fashions, all the way up to February of 2021. It doesn't automatically extend

Lt. Gov: Alright, good evening everybody. I'm going to kick us off today with the Fast 4 at 4, lots of good news to share.
First is a jobs announcement. The latest company to join Kentucky's manufacturing sector is Chapin International, a manufacturer of metal compressed air sprayers based in Bavaria, New York. Chapin plans to invest nearly $5.5M, and create up to 100 full time jobs in the years ahead. The location will manufacture and distribute metal compressed air sprayers for industrial use, agriculture, home and garden, and other applications. This is a great project, located in Rockcastle County, Kentucky. Representatives from Chapin reached out to our local and state economic development teams just over two weeks ago, and the company has already found a home in an existing former manufacturing facility in the Rockcastle business park. This is a testament to Team Kentucky's dedication to helping businesses find the best fit for them, as quickly as possible. Kentucky's logistical advantages and ideal geographic location were major factors in our ability to bring Chapin to the Commonwealth. We are at the center of a 34-state distribution area in the eastern United States, with the existing infrastructure necessary for companies to ship products to customers as quickly as possible. It's one of the many advantages Kentucky offers companies, and we're glad to have the opportunity to help Chapin International business. Investments like this one from Chapin will help us to build a better Kentucky.
Alright, second up is voting. As many of you know I'm a former civics teacher and so one of my favorite things to do was to talk to my students about the democratic process and how important it is to be a responsible citizen and vote. As we all know there is record turnout expected all across the country for the 2020 general election. And as a mom, it's very exciting for me because this is the first presidential election in which Emma, Will, and Nate will all get to participate, Evelyn is the only one that doesn't get to and she's only eight months old, so. Our family has engaged in many discussions about democracy and how lucky we are to live in this country at a time when we have the right to vote. Two weeks ago governor Beshear and I visited the Department for Public Health's warehouse to show the success in securing PP for frontline workers, and other Kentuckians. As we all know PPE is a vital part of protecting Kentuckians during this pandemic and I am proud to report that, as of this week, our Department of Public Health warehouse has completed the stockpile. There is enough PPE in Kentucky for a 120 day surge. Governor Beshear has talked about the time, earlier in the pandemic, when he spent days on the phone trying to secure PPE. He will tell you, he was not sure that this day would come. This is one of the successes for Kentucky in our battle against COVID-19. Our team has worked diligently to secure the protective equipment we need in our hospitals, in our long term care facilities, and other crucial frontline jobs. We appreciate those workers, our corporate partners, and everyday Kentuckians who contributed to make sure that we could reach this point.
And last but not least, we're going to talk about Mask Up Kentucky and show some really good examples from across this Commonwealth of folks who are wearing their masks and doing the right thing.

It does mean we're doing a lot of tests, and that's important; because we got to find those positives- we got to make sure that we can either quarantine them or get them the help they may need in the hospital, finding those positive cases, it helps make sure that we can get them better. But 1,018 cases is going the wrong direction. So, we need you to wear a facial covering. 1,018 cases ought to be a wake up call if last week's 5,000 almost 5,000 cases wasn't. We can't let this thing get out of control again because maybe we're tired. We know the steps that it takes and I think tomorrow we'll be back again with our revised top 10 rules to defeat COVID-19, because we probably need to talk about them more and again. But, but this mask. We really need you to where it really needs you to wear it.

Again, this is our, our, our audited version, you're going to see the dashboard, which will have more up-to-date numbers, more immediate numbers, again remember our dashboard is what's reported by schools for the day before. It hasn't gone through the vetting of the local health department and through us but it's a way to have some immediate idea of what we may be seeing in your school or your community. And this is after it's gone through our process which can lag for five days.

I said yesterday that I believed we were at the start of a new escalation, we're certainly seeing that in today's numbers. That means we got to work harder. Now this is a war and we've won many battles. We can't walk away from the battlefield. We can't stop doing what it takes and I really need your help. In the Fall, and I think Dr Stack, who's back with us today after getting a week off, which I know is needed, will tell you that right now, moving into the fall, has the potential to be the most dangerous time we have seen in Kentucky. And it doesn't have to be, because we know that there is a vaccine in our future we just have to get to the point where we can prove that it's effective and deploy it to enough people. So are we willing to do what it takes to protect one another, until that point in time? I think that answer is yes, but we’ve got to prove it. Alright, I'm gonna ask Dr Stack to come up. He's got a couple of different things to come over to go over and then we'll answer questions.
Thank you Governor, it's good to be back. And I know that the people watching this will appreciate it was nice to go somewhere where no one recognized me for a change. So, I enjoyed my time away. I have a few updates I want to go over, So I'm going to start with the schools. So, for K-12 schools yesterday was the first day that the self-reported data from the schools went live as a public dashboard. So this was a screenshot that I took before I came here, you'll see a huge spike up on the data on the right hand side, that's what you would expect. In the interest of clarity, the schools were asked to report yesterday, the 28th, data for the first 24 hours. So information reported them in the last 24 hours, I didn't want to- this was not a tag; you're it moment, I'm not trying to go back in time, we're going to get a new steady state as we go forward. So, people may have had folks in quarantine last week or new cases last week that won't be captured here, it's a snapshot in time and it's beginning on Monday, the 28th. As I understand that we have about 2,000 K-12 schools in the state of Kentucky, that's public and private, of those we have about 1,700 plus in our database so far. Those who are not in the database we're getting outreach and emails. Thank you, we appreciate that, and we expect it, and we will add you if your name is not presented the way you want it presented, we will update those things. So we're working through those details, but it just went live yesterday.
We have over 1,300 schools who have reported data into this. So I'm satisfied that this is a good first step, but clearly when we're little over 1,300 reporting, when I just told you there's almost 2,000, we've got a ways to go. But for being only the second day that we've been doing this, thank you very much, I appreciate the effort. For those in the general public and for those who work in schools, K-12, this is a tool for you, more than anyone else. So we have other surveillance tools that I'll use for public health and I will definitely look at this but this is for the public. For those of you who have children in K-12 schools, you should be able to go here, you should be able to find your school by name, and you should be able to find the data that they've reported. If you don't find data here, I encourage you to call the school and ask them and enquire and work in partnership with them. Remember we get through this better if we work together. No one wins when we're pointing fingers at folks. This is all about trying to be honest, as open as we can, acknowledging the data, as we understand it, and being honest about that, and working together in good faith. So this is a tool for the public to try to help you be informed, at least in some closer to real-time situation as to what's going on in the school. We will report that the dashboard will update every morning with data from all the way through the previous day. And that's how that will be updated, and we'll go from here and see how that progresses over time,
Those of you who saw me discussed this a couple weeks ago will recognize this. This is the color-coded metric-based dashboard for schools to determine the mode of instruction they should be in for school. The way this works, you're supposed to look, if you're a superintendent or someone responsible for school, every Thursday we recommend it at eight o'clock at night because we update this around dinnertime or late afternoon every day. You look Thursday evening at the map that we have on our website, I didn't put the map in here, it's published right on the main page of the website every single day, you match the color of your county to the color on this map, it's that simple, and then you do the things that are down the column. Now those are recommendations and folks have asked for these recommendations or these requirements. So, the reporting I just talked about, and a metric along these lines, part of this comes from a KRS statute that talks about how schools behave during epidemics. This is all to give public health guidance so that superintendents can decide whether to have their students in person, virtual only, or hybrid instruction, and there are instructions and guidelines down there and a wealth of KDE documents. The Kentucky Department for Public Health continues to work with the Kentucky Department for Education so thank you for that partnership. We did make one change to this today, and this rests with me. I did not like that in some states, they used a 14 day criteria that when they closed to in-person instruction, they had to shut down for two weeks. I wanted to use the metric as much as possible to guide decisions to open and close and not pick, you know, an arbitrary number of 14 days. So I put in there, instead of a 14 day metric that when you hit the red level which is a very high level of disease that you had to get back down to yellow before you should consider resuming in-person instruction. I described that as Chutes and Ladders you hit a long chute and if you remember that game and you went down a couple levels. I have removed that part so now you just follow when you check on Thursday night whatever color, your county is what you should do for the following week, and you don't have to get back down to yellow. I have said from the beginning, it is not our intent to strand people in the wrong categorization. The tool is intended to identify when the disease is particularly active in your community, the entire community, that involves K-12 schools but it also involves nursing homes, and businesses, and also restaurants, and bars, the whole community has to come together- it's a community based problem, and the community has to come together to do what needs to be done to improve the situation. So the one change we made today was you don't have to go all the way back down to yellow to consider resuming in-person instruction. But we do strongly urge you to read everything that's on there, follow the guidance that's posted. And I have to place this in context before I go to my next slide. We have to take this seriously folks, it's about to get colder, people are going to go indoors more, the disease is still out there. Every place, every place on the planet Earth where people have gotten lazy and lax about following the things we recommend has seen a surge in disease, every place. And we've had some improvements in hospital care and some improvements in treatment, but we have not had any massive breakthroughs. So we are in a position where if we take our eye off the ball, we're gonna get in trouble real quick, and I'll make that point on the next slide.
So you've seen me use these, those of you who watch these briefings on a regular basis, over and over. This is from the 91-Dovic, the COVID-19 backwards website. And what it shows is, adjusted by population, the number of new cases per million people in your state on the seven day rolling average. So if you look New York got smacked hard and badly at the beginning, in fact to this day it's one of the areas that was the hardest hit in the entire United States and probably in the world, other than maybe Wuhan in the very beginning. New York has still managed to keep their disease burden relatively low, but even New York is still running that line down there, I think it’s at 50, so it's still running active disease, but it's much more suppressed. If you look at Kentucky, we're at about 152, now actually 160 new cases per million people per day. You’ll have to take my word on this, is really hot, that's running very hot. Remember this is a disease that when it gets out of control it starts to double rapidly. And so, the little simple math here you go from one to two to four to eight to 16 those numbers are still relatively small. When you go from 150 to 300 to 600 to 1,200 those are big numbers. So as you start getting those bigger numbers, that's more people sick, and after people get sick, hospitalizations follow, and after hospitalizations, that's when you can have deaths. And so what I put in here is New York as the red line. Who's relatively well controlled by comparison, if you were looking at Germany, on a different map- I can't put those that I found yet on the same map, countries and the States. If you were to take Germany, New Zealand, South Korea places that have lowered the disease and really kept it there, they would belong down near that black line at the very bottom. They've controlled the disease so well that in that country- if you didn't follow the rules you could walk out in public and you'd have a very low likelihood of getting sick but the reason it's that safe, is because they followed all the rules and they kept things closed down so that people in those countries are remarkably safe. But it's because they have very strong adherence to the things we're recommending be done. So, the US overall is the orange line. And if you look, we had a surge in the beginning, and a plateau and a surge and then it came back down and now it's on the upswing. I don't remember the latest data but as recently as the last 48 hours there were at least 26 states who are having a noteworthy positive increase in cases.
And then if you look at Kentucky, we had a nice long plateau, almost three months, at about 50 new cases per million per day. Then we surged up, and we have now reached a plateau of 150 to 160 new cases per million per day. But here's the challenge: the good news is we're not exponentially growing, the bad news is, if you were to draw a line against this, we have a general upward slope which means that actually over the last four to six weeks we're losing ground, it's getting worse as we go on. And it's getting worse at a time that schools are going back into session, colleges and universities are in session, bars and restaurants are open. Remember we said we tried to take a multifactorial decision making approach to this, we looked at a lot of different things, we recognize the importance of the economy, and people's wellness, and being at work, and activities, but we can't afford to let this get out of control. Here's the thing for those who like casino metaphors, the house always wins. So here's the thing: people may flaunt the rules and disregard the rules and you know what? You may luck out, and it may work out okay. But the bug, the virus, is the house here. I don't know what county, or what city, or where, but if we ignore the rules someone's going to get bitten and they're going to get bitten bad. I don't have to guess on that, I can tell you that with absolute certainty: Everywhere that people got sloppy the virus got out of control and took a lot more lives. So please, when I talk about these wrap up points I'm going to make here, please take this seriously. I hope you've seen over the last six to seven months, we have gone through a period in the spring where there was so much we didn't know, and there was legitimate reason to be terrified of what could happen. And now we've gotten into this phase where we know that if we take certain simple steps that we can control the spread of the disease. Now people are really tired of this, they're fed up with hearing about this stuff, and they want to get back to their lives, but I'm going to tell you, that's not happening until we get to some time next year and probably not until past the summertime, because even when we get the vaccines- and I'm glad that things have gotten revised at the federal level because now it's aligning with what I was saying for weeks before, is that we're not going to have sufficient amount of quantity of vaccination materials to get everybody until we get to the summer or beyond next year. Hopefully we'll get something in late December or early January, but it'll be a small amount and it will be for the highest risk or highest targeted individuals, and then we'll move forward from there. And when we get to a better place where we have more information and it's appropriate we'll update you on vaccination plans, which we're actively working on too. But until then, we've got to wear masks, we have to physically distance more than six feet, you have to wash your hands. You've got to do three other things, if you have a cough, a cold, runny nose, a fever, chills: do not leave your house, do not go to work, do not go to school. This, of all years, is not the year to be casual and spread any kind of infection, because you know what? If you’ve got a cough and a fever people aren't going to assume you’ve got the common cold, they're going to be worried you have COVID-19. Don't do it, if you're sick, stay home. If you're sick enough to need medical care, contact your primary care provider and seek advice.
The next thing is you have to get your flu shot. The United States apparently ordered 200 million doses of influenza vaccination this year which is higher than the 170 million they did the year before and even that was apparently a peak of sorts. You have to go out and get your flu shot. Let's make sure we use all those doses and force the government to order more of them, because if you get the flu shot, it's going to reduce the burden of flu. And if you wear your mask you know what? Flu spreads the same way can mask, you get your flu shot, there's a good chance we could shut down influenza this year. Again, if you're sloppy and careless it’s going to be impossible to know who has the flu and who has COVID, and people who are uncertain about their status are going to be subjected to a lot more needless worry, angst, and probably inconvenience, while they go through additional testing.
